Who we are
Ocean Horizon Marine Consultants Inc. (OHMCI) is an independent marine surveying, cargo inspection, and maritime consultancy company based in Houston, Texas, USA. Established in February 2024, OHMCI provides professional, reliable, and impartial inspection and consultancy services to the maritime and shipping industries.
Founded by an experienced Master Mariner with a maritime career dating back to 2001, the company is built upon extensive seagoing experience and shore-based marine surveying expertise. This combined background provides a practical understanding of vessel operations, cargo handling, marine transportation, and the technical requirements of marine inspections.
OHMCI is committed to delivering objective assessments, accurate findings, and clear, timely reports to support informed decisions by shipowners, charterers, cargo interests, insurers, P&I Clubs, and other maritime stakeholders.

Capt. Golam Moula
Founder & President | Master Mariner
Capt. Golam Moula is an experienced Master Mariner and marine surveyor with over two decades of professional experience in the maritime industry. He began his seagoing career in 2001 and obtained his Master Mariner license in 2011. His seagoing service continued until 2017, providing extensive practical experience in vessel operations, navigation, cargo handling, and shipboard management.
In 2018, he transitioned to shore-based marine surveying, gaining experience in cargo inspections, condition and damage surveys, and other marine surveying assignments. Drawing on his combined seagoing and surveying background, he established OHMCI in February 2024 to provide independent and technically sound marine surveying and maritime consultancy services.

We provide a range of marine survey and inspection services to support safe, efficient and transparent cargo operations.
Steel Products & Breakbulk Cargo Surveys
Inspection of steel coils, pipes and tubular products, structural steel, plates and other breakbulk cargoes. Services may include pre-loading condition surveys, loading and discharge attendance, stowage observations and photographic documentation of cargo condition.
Marine Internal Audits (ISM, ISPS & MLC)
Internal audit services covering the International Safety Management (ISM) Code, International Ship and Port Facility Security (ISPS) Code and Maritime Labour Convention (MLC, 2006), as applicable to the agreed audit scope. Work may include document and record review, interviews, verification of implementation and reporting of findings and opportunities for improvement.
P&I; / Claims-Related Surveys
Survey attendance and factual reporting in connection with P&I; interests, insurers, shipowners, charterers and other stakeholders. Services may include documenting reported incidents, cargo condition, apparent damage and relevant circumstances, within the agreed scope of instruction.
Hatch Cover / Watertightness Inspection
Visual examination of hatch covers, sealing arrangements and associated components. Hatch cover leak testing may be carried out when instructed, using an appropriate agreed method, with observations and test results documented.
Loading & Discharge Attendance
On-site survey attendance during cargo loading and discharge operations to observe cargo handling, apparent condition, stowage or discharge practices and relevant operational circumstances. Findings are recorded through factual reports and photographs.
Cargo Condition & Damage Surveys
Independent inspection and documentation of apparent cargo condition and damage, including handling marks, deformation, wetting, packaging damage and other observed irregularities, as applicable to the cargo and assignment.
Cargo Hold Condition & Cleanliness
Inspection of cargo holds for visible cleanliness, residues, moisture, structural condition and other apparent factors relevant to readiness for the intended cargo, subject to the scope of appointment.
On-Hire / Off-Hire Condition Surveys
Vessel condition attendance at commencement or completion of a charter or service period, including documentation of observed condition and, where instructed, relevant quantities remaining on board.
Port Captain / Cargo Superintendence
Operational attendance and cargo superintendence support during loading, discharge and related port operations, including liaison, observation of cargo handling and reporting of material operational issues.
Draft Surveys & Cargo Quantity Determination
Initial and final draft surveys to estimate the quantity of bulk cargo loaded or discharged from changes in vessel displacement, applying relevant corrections for trim, water density and changes in onboard consumables and ballast, using available vessel hydrostatic data.
Bunker Quantity & ROB Surveys
Measurement and calculation of fuel oil, diesel oil and other relevant onboard quantities through tank soundings or ullages, applicable tables and corrections. Services may support on-hire/off-hire surveys, remaining-on-board (ROB) verification and bunker-related assignments.
